Human resource management has been a major factor to improve company's competitive power. Performance management is the key of human resource management. To set up a performance management that fits for the company itself and can be implemented smoothly has been explored a long period by companies all over the world. However, up to present days, research literatures that clearly target fireworks companies'performance management are fairly scarce. This situation makes the combining of domestic human environment and fireworks companies'own traits to exercise effective performance management research highly necessary and valuable.This paper analyzes the problems of Liuyang Flying Eagle Fireworks Corporation (FEFC)'s human resource management, especially in the performance appraisal system. Base on the upper analyze and performance management theories and methods, this paper designs and improves a new performance management system to match the characteristic of FEFC company.The paper is composed of four parts, with each focusing on the following issues.The first part presents the performance management concepts and theories, the study methods and structure, including the performance management intension,the latest theoretical literature, principles and methods of designing. The second part focuses the analysis of the existing practical performance management of FEFC. Then reveals the problems of its performance management. In order to improve the performance management system, based on engineering companies'traits, their specialties are summarized via analyzing methods, which can be conveyed as a combination of team type and knowledge type. Then this thesis goes further to point out that present performance management mode adopted by engineering consulting companies does not fit the management over knowledge type employees.The third part is the main body of the paper designing a new performance management system for the company. According to the design's procedure, the whole process consists of job analysis, the system of appraisal indicators, the way of performance appraisal and the program of performance management.The fourth part is a summary of the redesigning work of performance management and the further improving points and I have made an in-depth study of the fundamental theories on the performance management, designed the performance management on the base of combination of theory and the practical situation of FEFC company.The purpose of this study will be Liuyang Flying Eagle Fireworks Corporation rose to a single performance appraisal performance management of the whole process, so that performance management closely around the Liuyang Flying Eagle Fireworks Company's actual situation, be able to effectively improve the company's overall performance and staff capacity of a management tools and means. This study results show that:The performance appraisal up to a high degree of performance management can effectively solve the company's existing personnel assessment of the problems and improve the enterprise's management level, to enhance the enterprise's market competitiveness; right performance appraisal system for scientific and rational the overall planning,It can make performance appraisal of this complex work has become a reasonable and orderly, able to objectively reflect the real work of staff capacity and level. At the same time, while similar businesses in China to establish a scientific sound performance management system in theory and in practice have a positive guiding significance, but also hopes for more enterprises to provide information and recommendations.
