Phase I project 3×390MW gas-steam combined cycle generator set in H Power Plant was completed and operated in 2007. It brings favorable benefits recently. To further ease the imbalance between power supply and demand in Guangdong, optimize the power structure and achieve better enterprise benefits, the power plant discussed the possibility to construct Phase II project.In the construction of power plant projects, feasibility study is an important fundamental job. The conclusion of the feasibility study is an important basis for decision-making in investment. To meet the depth of the feasibility study, the feasibility study demonstrates the implementation feasibility of H Power Plant in detail and in a scientific approach in six chapters.Chapter I is an introduction. Chapter II is the project overview which mainly analyzes the background of this project, the preparation basis and the scope of study. Chapter III focuses on the technical feasibility which analyzes the status of Guangdong and Huizhou power system, power balance, development plans, market forecast, the necessity to construct power plants, fuel reliability in terms of the source of fuel supply, transportation, quality, generator set s operation, site selection, and the feasibility of project planning and construction. It also proposes the model selection of generator set, electrical system, automation control system and other technical proposals for important systems. Chapter IV is environmental protection which introduces the environmental conditions of the plant site and analyzes the environmental impact from plant construction. It also analyzes environmental protection measures to ensure environmental safety. Chapter V is investment estimation and financial evaluation. It analyzes total funds invested in the project, cost components, project investment, financial evaluation and sensitivity. The paper ends with the conclusion. |
