With the rapid development of China's communication industry, the reform and improvement of the state-owned asset management was put on the agenda according to the communications industry. With the authority's requirement on deepening the innovation of state-owned asset management, the construction on state-owned asset management system has been a hot spot issue of the communications industry. However, how to perfect the state-owned assets management system of telecommunications industry which is adapted to the socialist market economic system is currently one of the major problems requiring urgent solutions of China's telecom industry. It is not only related to the success of the reform of China's telecommunications industry, but also an effective way to uphold and improve the basic socialist economic system, to strengthen China's telecommunications industry's international competitiveness, to promote sustained, rapid and stable development of telecommunication enterprises. Thus, institutional innovation to further improve the state-owned assets management system of China's telecommunications industry is of great strategic significance.
