The project of Beijing Rural Mobile Information Network is a large informatization project on agriculture, which is under the Beijing Municipal Office of National Information Infrastructure, Beijing Municipal Commission of Rural Affairs and China Mobile Group Beijing Co., Ltd.(CMBJ). With extensively-covered mobile network and a large number of cell-holders in rural areas in Beijing, the project applies "Internet+ Mobile Agent Servers (Agriculture Information Machine) +Mobile" to set up a large platform to release agriculture-related information. With two-year development and construction, the project hascompleted Beijing 13 Suburb Counties,142 Organic Towns, 41Organic Townships,3951 Villagers Committee's informationization cover work, installs the Mobile Agent Servers, equipment and so on Agriculture Information Machine to surpass 4000, accumulatively peasant agriculture-related SMS sent over 20 million, the project construction has made a success.The essay gives an introduction to the definition, background and information of the project of Beijing Rural Mobile Information Network, including its operation, general information, objective, achievement and significance.A total of nine Project Management knowledge areas, including: Project Integration Management, Project Scope Management, Project Time Management, Project Cost management, Project Quality Management, Project Human Resource Management, Project Communications Management, Project Risk Management and Project Procurement Management, In which time, cost and quality is generally considered three major factors that affect the success of the project. However, with sufficient time in operation, the cost and quality elements of the project of Beijing Rural Mobile Information Network are not the most important ones as well. Since the project involves a variety of contents in different fields as well as a great number of staff, it is important to highlight on human resource management to ensure a smooth operation of the project. Therefore, the thesis focuses on the Project Human Resource Management, providing an analysis on the project of Beijing Rural Mobile Information Network.With the analysis on human resource planning as well as the set-up, develop and management of a project team, the essay discusses its successes and shortcomings of the human resource management of the project of Beijing Rural Mobile Information Network. Generally speaking, the human resource management of this project is a success, with clear objectives, building up an efficient project team from two separate organizations with great differences in nature, operation and culture, leading the project team to effectively adapt to development in various phases, and promoting the whole team from China Mobile Group Beijing Co., Ltd.(CMBJ) to a new project.It cannot be ignored that the human resource management of the project of Beijing Rural Mobile Information Network still have its problems. With analysis on these problems, the essay provides several suggestions in the Project Human Resource Management process in the future.With the development of our society, people attach more and more importance to human resources, which has also become a significant part of modern management. As to the process of Project Management, the whole project is accomplished by team members, who have become a key element to the success of a project to some extent.
