The Communications Industry need the huge technology support, and need to seek the technology innovation to the industry constantly. Most communication enterprises have experienced the transition from the marketing orientation to the services and technology orientation and then to the modern enterprise management orientation, the key problem in the process of transition in the enterprise management is about the innovation in the human resources management of the enterprise, and the source of innovation comes from employees of the enterprise.Paying attention to new employees training will be one of the most effective measures to enhance the overall level of human resources of enterprises, and it is not only the inevitable choice for the enterprise to keep the sustainable development, but also the best choice to seek a higher return on investment and achieve the rapid and long-term development for enterprises. When considering the training problem of the new employees, the background that our community is in a transitional period should be taken into account. The new employees in enterprises can be classified into two types:one is graduate that is about to enter the community; the other one is social-man from other organizations. The new employees we studied in this paper are mainly focus on the graduates (born after 1980). Nevertheless, the training principle and method can also be applied to social-man basically.Under the guidance of human resources training theories and in the objective circumstance, the research direction of this paper is the present new employee training system of the state-owned X communications enterprise as example, and it aims to find and analyze the present training problems for new employees by through the comparative analysis of the present status of new employee training systems respectively in the domestic and international communications enterprises. Give suggestions and methods in new employees training of the communications enterprises by referring to recommendations of the experts in this paper, and aim to construct the "ball" model with the EAP as the core for the new employee training system for X enterprise.
