Study On The Stakeholder With Expropriation Of Land On Road

Expropriation of Rural land has become a hot topic of public attention. Although the expropriation of rural land in and accelerate the urbanization process has played a positive role, simultaneously also on the farmers land expropriation issues and social security of life is getting worse. Because road is commonweal, people have already accepted the regulations of compensation for land expropriation, but ignored farmers the reality of sustainable development.The article uses the theories including sustainable development, land rent theory, Farmland Value Theory and Game theory. On the basic of Road construction characteristics and the current status of land compensation, analyzes the road in the interests of stakeholders in a balanced relationship, the stakeholders includes local government, central government, the project company and the landless peasants. In this paper uses game theory to analyze deeply in the land expropriation, the road construction, the road using and the three links users of various stakeholders in the game relationship. Then, build a highway construction land compensation mechanism for the new framework, including the Government, the project company and the protection of the interests of landless peasants and measures. For Government, regulate the public authority of the government, make the Government to play a good role. For the Project companies, proposed the establishment of project evaluation system to ensure participation of landless peasants. To protect the interests of landless peasants to make two suggestions:First, improvement and innovation Compensation System. Second, improve the procedures and compensation for land acquisition compensation funds management. Finally, proposed establishing special fund of land-losing compensation. The special fund of land-losing compensation include:capital sources According land transactions model analysis intuitive; Fund uses According farmland value Theory fully consider land farmers security function; the Fund operations and oversight management also analyzed discussed.
