The Study Of America's Anti-dumpings On China And China's Responsive Strategies

With the rapid development of Sino-US bilateral trade,trade frictions increase,so that the United States frequently use anti-dumping,countervailing,safeguard measures,337 surveys and other means to block the export of Chinese products to the United States. And anti-dumping investigation reaches the top number among all measures. The abuse of anti-dumping measures not only deteriorate China's competitive advantages in its own industries,but also significantly delay the process of economy globalization. Therefore, the in-depth study of U.S. anti-dumping measures and China's response has being becoming a long-term issue need to solve.This paper uses standard analyzing methods to define the economics meaning of dumping and anti-dumping and analyzes their basic theories,including price discrimination theory,infant industry protection theory,sunset industry theory,defense theory and so on. Meanwhile,the paper uses empirical analysis method to describe anti-dumping features of America,such as scale-expanding,range-widening,demonstration effects.By the establishment of theoretical framework and Poisson regression model,the paper analyzes reasons of US-Sino anti-dumping and finally finds that,American economy continues to slump,Sino-US trade imbalance and unreasonable exchange rate valuation are main reasons of anti-dumping from the United States to China.The U.S. anti-dumping has caused limited effects of trade and trade diversion effects on China's export trade. That also causes industrial transfer effects and industry linkage effects on the industrial development of China.The article also puts forward the creative response to U.S. anti-dumping in China's strategy. They are namely innovate industrial development mechanism,innovate trade development mode,innovate exchange rate equilibrium mechanism and innovate trade remedies system. Also there are many issues that need further research in this paper. For example,how to use econometric models to test a response mechanism of "structural complement—technology driven—exchange rate equilibrium—system innovation" in this paper.In addition,the domestic and international factors of U.S. anti-dumping still need further empirical study.
