Hydrocarbon resources are the modern industry power and the resources support, the development of it has the extremely important status in humanity's economic society. Shandong Province is in the phase of economy's rapid development and in the period of hydrocarbon resources demand. However, the gap between supply and demand of the hydrocarbon resources is growing. At moment hydrocarbon resources development in Shandong Province has entered the mid-and late, the old oil region has entered high water cut stage and high degree of reserve recovery. Tailings resources's reserve and reserves which is difficult to use are going higher proportion of discovered reserves. These resources need high cost and its economic efficiency is relatively low.This situation will reduce the guarantee's drgree of the supply of hydrocarbon resources.Hydrocarbon resources production and processing industry can not effectively combine with each other in the industry development model. This situation lead the factor of industry chain not to be optimized,and not good to the improvement of the overall welfare.Moreover,we didn't pay attention to the coordination with the surrounding environment when we exploit hydrocarbon resources.More serious pollution arised in the process of development and utilization of hydrocarbon resources,no-waste production,lack of capital investment and aftereffect made the sustainable development severe.these situation restrict the development of hydrocarbon resources of oil region and the sustainable economic development.This article starts by the characteristics of hydrocarbon industry for sustainable development and the development of hydrocarbon industry in Shandong Province, the development and utilization of hydrocarbon resources and environmental protection are the focus of sustainable development research in Shandong Province. The problems existed from the resource, environment, technology, related interests and policies have been found. On the basis of the reference to the policy and inspiration of foreign typical hydrocarbon industry, We follow some advice such as expand the supply of hydrocarbon resources, intensify environmental protection, implement innovative technology strategy, carry out industrial restructuring, strengthen the hydrocarbon reserves, establish and improve relevant laws and policies to develop Shandong hydrocarbon industry. At the end of the thesis, we give some suggestions for the sustainable.
