The Research Of Land Circulation In Pingdingshan City

China is a country with little per capita land recource and a bad relationship between man and soil.In China,we have to use 7% of the world land to feed 25% of the world population.It's extremely important how to increase the utilization of the land recource. As for this proplem, the land system of our country has been adjusted three times since liberation and has greatly improved the rural productivity. However, with the development of the socialist market economy, urbanization and agricultural enterprise have been certain and the land circulation is produced.At present,the land circulation is the farmers'spontaneous behavior by the government in our country, whose various forms and messy programs bring many problems. It's necessary for government to lead it. The Party Central Committee and the State Council have attach great significance to the proplems of the land circulation, which are also emphasized by the third Plenum of the 17th Communist Party of China and No.1 document of CPC this year. the land circulation is related to farmers'vital interests and different from one area to another. The Central Government takes a cautious attitude towards it, only bringing up some guiding suggestions and principle problems, but its concrete regulations are not unified.In this paper, consulting references, launching practical investigations, using integrated methods of theory and practice, and taking an example of Pingdingshan city,Henan Province, the author does research on the rural land circulation, especially the fewer present main initiatives of it and analyzes the relationship between them to seek the cause of hindering it and provides the theory of realizing the circulation of rights for using rural land . There are five parts in this paper. The first part is the introduction which introduces the background, purpose, significence,methods and innovation and so on. The second part discusses the theory of the rural land circulation and shows the necessity and basic natural rules of it from the land renting theory, marginal effect theory and scale economy theory of Marx. The third part mainly discusses the connotation, significence and basic principles of the land circulation. The fourth part summarizes the characteristics, rules of it from Pingdingshan's the land circulation, finds out the problems and anlyzes the problems briefly. The fifth part is the theme of this paper. Taking the initiatives of the land circulation as objects of study according to the above research, the author thoroughly analyzes their interrelations and positions in the land circulation and find out its bottleneck. In the sixth part, the author puts forward some proposals and countermeasures to improve Pingdingshan's land circulation from the following aspects: improving the relationship among the initiatives of the land circulation; emphsizing the market- building of the land circulation; emphsizing the construction of the rural social security system; the innotation of the land circulation. What come to end are the summary of the research and the proposals of further study.
