"ten thousand people scale vocational school" of Shen Yang City is a new trial which vocational education serves local economic constructions. During nearly three years' time from September 2005 to June 2008, Shen Yang City successively has had fourteen secondary vocational schools carried out resource restructuring, and preliminarily formed fundamental pattern of five "ten thousand people scale vocational" schools. In the course of the large-scale substantial merging in "people, finance and materials", human resources integrations are becoming core and key of this reform.Case study method is wielded in this text to comb current situation of the human resources integrations of the five "ten thousand people scale vocational" schools in organization transforming. Under the tradition personal administration background, a lot of problems arise in the aspects of preparation administration, organ setup, personnel composition and organization culture which cause the slow progress in human resources integration, the staff's low fervency to "the new family" and the difficulties in arranging the more than needed persons. These have affected the healthy, ordered and speedy development of five newborn schools gravely.The author has based on the modern human resources concept of "people-oriented", specifically for the problems in human resources integrating of the five "ten thousand people scale vocational" schools, to analyze the causes, and has suggested a series of the school human resources integrating tactics such as to establish professional integrating organization, build competitiveness-based servants system, and put into effect melting culture integration.At the same time the author has suggested to the governments of higher levels to effectuate diversifiede developing management, to guide a rational flow of talent people, to accelerate income reform of the distribution system, to reinforce the outside driving tactics such as process estimate and supervision, in order to improve human resources integrating effect of five "ten thousand people scale vocational" schools effectively and drive the whole vocational education strategic object to success.
