With the harsh competition, quick economic activities and higher needs to delivery, quality and service of customers, every enterprise doesn't satisfy with standard-made products only, but tailored ones. And it brings difficulties to its material suppliers. At present, most of the domestic large and mid-scale state-owned enterprises still operate in the traditional purchasing mode, which is not compatible to the changing. Only some of them adopt the advanced mode and try to take the strategic purchasing management in practice.First of all, summarize the theory of supply-chain management, analyse the purchasing management in the context of supply-chain management; and emphasize the significance of supply-chain cooperation and supplier management; then clarify the definite, principle, methods and steps of strategic purchasing; and then study the strategic purchasing of POSCO and Nippon Steel and analyze their strategic purchasing and IT supporting e-purchase.Secondly, analyze and study the existing purchasing situation of Baosteel Co.,Ltd. such as the cash flow of purchasing and the methods of supplying and purchasing, and then point out the problems in the supplying management of Baosteel, they are no quick respond, unsteady relationship between buyer and supplyer, using the traditional purchasing methods, too many purchasing channel, no strategic purchasing mangement.Thirdly, strategic classification of products is the essential and impotant component of strategic purchasing. Being not established specific strategic classification of products, this study has tried to build a sorts matrix of products needed purchase. With this matrix, the products are analysised and strategic classification has been done. Then, a grade tabulation of the classification of products is designed. By this grade method, the conclusion is made that Baosteel Co.,Ltd. has four categories of products, strategic, lever, bottleneck, and general. In succession, proposals to each sort are given respectively.In the end, with the strategic purchasing theory, the study has designed the stregetic purchasing system, raised the rebuilding proposal and set up the purchasing system model, KPI, process rebuilding, organization structure rebuilding proposals, and the IT support solution,etc. Then conclude is made:without the strategic purchasing management theory, it is impossible to set up a win-win cooperation for the minal total cost and the supply on-time.
