Accompany with the arriving of knowledge economy times, knowledge is becoming a kind of important resource of modern company instead of the material.It is the core resource to the knowledge-based organization. Knowledge capability influences organization competition ability, it is the key for the organization to keep competitive advantage.Accompany with the penetrating and improving of market economy, the business environment changed enormously, and the traditional organization mode can't meet the changes of environment and market competition. Under this kind of environment, the knowledge organization based on project-team arises at the historic moment.Because of the adaptability, the knowledge organization based on project-team is displaying its unique advantage.The organization has to use of the obtained knowledge resource most, and keep obtaining new knowledge, promoting resource ability, performance and product competition ability to keep the competitive advantage. So knowledge capability is important to the knowledge organization based on project-team to keep competition, and it is the core competition of the organization. This paper studies the establishment of index system, evaluation and promoting strategies of knowledge capability of a knowledge organization based on project-team on not only theory but methods.The main work is summarized as follows:(1)This paper briefly reviewed the recent research on domestic and international including such aspect as concept, character, and essential factors of knowledge capability and connotation, characteristic, and organization mode of knowledge organization after making clear of the paper's research target, content, method and idea.(2) Analyze and define the connotation and character of knowledge capability of knowledge organization based on project-team. Analyze the evolution process of knowledge capability, and the model of evolution is given. Based on this, the essential factors are given and analyzed.(3)On the basis of those analyses an index system is set up to evaluate the knowledge capability by virtue of questionnaire investigation and statistical analysis. A method is provided to evaluate the knowledge capability of organization, namely comprehensive evaluation method based on linguistic operators.Then, the corresponding example is given based on the index system, and further more the application of the method are explained.(4) Some strategies are given to promote the knowledge capability of an organization through the analyzing the evolution process and the index system, from the resource ability, knowledge absorb ability, knowledge sharing ability, knowledge innovation ability and culture supporting ability.(5)One software company in Shenyang is taken as an example. Its knowledge capability is analyzed, evaluated and some advice on promoting strategy is given.
