The Comparative Study On The Basic Medical Insurance For Urban Residents Of Xiamen

To make up for the defects that the basic medical insurance system for urban workers have not cover urban residents, State Council issued a policy document that was "the guidance regarding for the promotion of basic medical insurance for urban residents " on July 10, 2007, suggested to launch a pilot project to introduce the basic medical insurance system for urban residents. At the same time, compares the basic medical insurance for urban residents to other two kinds of basic medical insurance (the basic medical insurance for urban workers, the new cooperative medical care system in rural) on funding levels, payment standards and security levels, analyses the fairness and equality of social medical security system in Xiamen, discusses the connection and integration between the different medical insurance system. Finally, on the basis of the previous comparative analysis, puts forward the advice to perfect the basic medical insurance system of Xiamen. The paper shows that the basic medical insurance for urban residents has some features of social health insurance. It has characteristics compared to other city, but also there are defects such as adverse selection, low security level compared to the basic medical insurance for urban workers. To perfect the basic medical insurance system for urban residents of Xiamen, the paper suggests, must combine the obligatory principle with government subsidies to expand health insurance coverage; meet the basic medical needs of vulnerable groups, improve the financing mechanism; expand health care coverage, raise the standard of health care security; increase capital input in primary medical health, enhance the accessibility of basic health services; control the unreasonable medical expenses rise strictly, address the connection and merging between different systems.The features and possible innovations of the paper are: the topic is combined with livelihood of Xiamen closely, has undertaken extensive field surveys; Study the development of basic medical insurance for urban residents in Xiamen by the method of comparative analysis from various angles, simultaneously, the paper focus on the application and operability of countermeasures.
