Effect Evaluation And Further Developmental Suggestions Of Collective Forest Tenure System Reform

From the theory of institutional economics and the reality in Suichuan,this paper, regarding the Suichuan County in Jiangxi Province as the research object, analyzes the effect of the system reformation of collective forest property in Suichuan meticulously and thoroughly. Through the case study, it points out the problems of the reformation in Suichuan collective forest property, finds out the reason and raises the regulations and proposals for deepening the reformation. The conclusions are as follows.Firstly, through the theoretical analysis and the case study of Suichuan, it construes the effect of the reformation from the perspectives of forestry production, peasants'life and countryside development.It is believed that the reformation optimizes the development environment of Suichuan forest industry, arouses the enthusiasm of forest production and promotes the development of Suichuan forest industry; it reduces the tax burden of the forest peasants,widens the channels of revenue, increases the level of income and improves the peasants' income.In addition, it establishes closer relationship between cadres and masses and brings the forest area constant stability, which has promoted the development of the countryside.Although positive effects has been achieved in the reformation of Suichuan, problems still remains in such aspects as the realization of the peasants'rights, long-term development of forest industry, conservation of forest and construction of the public beneficial forest.This paper believes it needs to perfect the forest cutting quota administration system in Suichuan, strengthen the supervision of factor circulation in forest industry and accelerate the financial market development of forest industry. The reformation of the forest causes the conflicts between scattered woodland and scale management, between peasants and market and between short-term interest tendency and multiple benefit of forest industry, which will influence the long-term development of forest industry. Meanwhile, because of the reform, the situation of forest-fire prevention is more serious,the extermination of disease and insect pest is more difficult and the forest management task is heavier. What's more, on the one hand, the reform makes harder the management of public beneficial forest;on the other hand, it makes evident the subsidiary question of public forest.Finally, aiming at the problems of the reformation in collective forest property, the author raises certain regulations and proposals,which includes standardizing circulation behaviors,establishing appraisal system and promoting financial development of forest industry, which can motivate and actualize the factor circulation in forest industry. Through adjusting the executive mode of forest cutting quota administration system, scientifically formulating forestry operation plans and programs and creating new model of forest conservation, it can explore new pattern of forest resources management and protection.To develop vigorously the professional forest co-operatives,it is necessary to strengthen the guidance and support from the government and forest department, set models and to reinforce the guidance of the professional forest co-operatives. By means of enhancing the compensation and preservation, further transforming functions,strengthening the service, protecting positively and utilizing scientifically, it can reinforce the construction of the public beneficial forest and conservation of the environment.This research, through the peasant investigation and system comparative study, analyzes the achievement of system reformation of collective forest property in Suichuan, Jiangxi Province, whose research perspective and method are different from others.Relatively speaking, the regulations and proposals for deepening the reformation raised from this study are more systematic and comprehensive, and more practical and feasible, which are all the innovation of this research.
