| Low-rent housing is provided by the Government to low-income families with housing problems. As an important measure to resolve housing problem among low-income families, more attention is being paid to low-rent housing.Guangzhou is one of the first cities to implement the policy of low-rent housing in China. After decades of development, the coverage and protection level of the low-rent housing of Guangzhou has led the nation. However, low-rent housing policy encountered a new problem in the implementation process: due to unsuitable housing locations, there was a reduction in employment opportunities for its residents. Moreover, there was an increase in the cost of living for these low-income families. Consequently, many low-income families do not want to move into low-cost housing, which is a waste of resources.In response to the above issue, this paper analyzes the characteristics of low-rent housing in Guangzhou, and the problems brought about by its distribution. According to the evaluation index system principles of low-rent housing location choice, and the unique nature of low-rent housing, establish an evaluation index system of low-cost housing location choice based on economic, policy, location, facility, and environmental factors. Then, in accordance with the index system, determine the weights of the indicators through the use of the Analytic Hierarchy Process.In conclusion, land prices, income levels, commuting costs, price levels, and the future value of the lot greatly affect the location of low-cost housing. To a lesser extent but nevertheless important, employment outlook, land systems, urban planning, distance to the business district, as well as public transportation facilities also affect low-cost housing location. Other factors have a relatively low effect. Finally, base on the analysis results and successful experiences on public housing location choice of developed countries and regions, suggestions on the location choice of low-cost housing in Guangzhou are made. |
