The minor enterprise of our country has obtained the rapid development through last 30 years development which has become the most active community in market economy, it played a very important role in domestic economy. Enterprise is just like human, it's a live organic with life cycle. However, The minor enterprise has the characteristic of short lifecycle, frequent change, and high mortality rate, therefore, the research on the lifecycle of minor enterprise is to disclose the inner regular pattern of enterprise, it can guide enterprise to sustainable development and prolong life. Besides, human resource is an important factor that impacts the enterprise life cycle, it is the primary resources which decide the competition ability.According to the life-cycle theory, the theory of human resources, and the human resources contribution value theory of value, this paper based on minor enterprise, started with all stages of lifecycle, then designed the measure models of human resources contribution at different stages, at the same time, running operational test mainly based on minor enterprise. Finally, to provide the management priorities and methods for very stages of minor enterprise. The comment on the specific from the following:Firstly, introduce the research background, status, significance, and the main research content and method. Described SMEs, and its lifecycle and human resources value related to the concept and content.Secondly, to analysis the enterprises characteristics of small and medium enterprises' lifecycle at all stages and the characteristics of human resources.Third, according to the life cycle of division, based on the characteristics of key talented person can be needed during the period when enterprise start-up and decline the author combined start-up period with recession innovatively to discuss the contribution of human resources decision-making based measurement model; basis for growth, maturity enterprises, develop a more comprehensive features, built to BSC-based human resource contribution to the KPI measuring the dynamic model and AHP was the value of the various departments in the current weight, and the coefficient of performance of various sectors to build a new Measurement Model of Human Resources. What's more, the author also selected a growing dynamic company as an example, this theoretical model has been constructed at the company by an empirical test, a preliminary validation shows the model system in the science and practice is scientific and operable.Finally, to aim at the characteristics of human resources in each time, the paper provided appropriate management measures.More importantly, the author hopes to improve the human resource management so that to give the best guide to human resources management for SMEs to extend the lifecycle for enterprise through the analysis of different human resource periods, and the contribution value of the measurement.
