For many years, organization of state-owned forestry industry enterprises in Heilongjiang has maintained management pattern of large-scale timber production. With the depletion of recoverable resources and the implementation of logging ban policy, operation structure of large-scale timber production has changed significantly. Organizational structure pattern under the original administration also increasingly shows defects which can not meet the requirements of the modern forestry economic development and adapt to the environment. Government and enterprises in forestry industry enterprises are not separated. Organizational structure is bloated. The operation is inefficient. Survival and development of enterprises face with severe challenges. Heilongjiang forestry industry bureau has recommended that we should fully implement enterprises separating from government in forest interior according to the pattern that "the NPC legislates and authorizes, the government shall send, forestry industry manages region, enterprise separates from management in internal enterprises". Evaluating the existing organizational structure and identifying the appropriate organizational structure to meet the needs of new development is imperative.The state-owned forestry industry enterprises of Heilongjiang in this paper is 40 forestry bureaus of Heilongjiang subsidiaries of state-owned forest region, which are the integrated enterprise set silviculture, logging, and forest product processing. Restructuring and reform of corporation seeking to maximize economic benefits and assuming forestry enterprises with independent operations, and to play in the protection on the premise of ecological benefits. On the basis of analyzing and sorting related research results on and abroad, the paper re-constructed organizational structure pattern of stated-owned forestry industry enterprises which followed the market economy and was able to promote the economic development of state-owned forestry. The paper used qualitative analysis and quantitative analysis and other methods on the basis of analyzing of development and impact factors of state-owned forestry industry enterprises in Heilongjiang with sustainable development as the theoretical support. The paper expected to provide a referential theoretical basis and decision making for the development of organizational structure of state-owned forestry industry enterprises in Heilongjiang. Firstly, the paper analyzed the current situation and problems of state-owned forestry industry enterprises in Heilongjiang on the basis of the literature analysis and the actual survey. The problems of organizational structure of state-owned forestry industry enterprises in Heilongjiang are mainly that changes in organizational structures can't adapt to the environment. Multi-levels of management, excessive concentration of power and the difficulties of coordination between departments are also the problems. Secondly, the paper used quantitative study to the research to affecting factors of the state-owned forestry enterprises in Heilongjiang with AHP. Research shows:the main factors affecting the organizational structure of state-owned forest industry enterprises in Heilongjiang are policies of the ban on logging and the limit to cutting, the state-owned forest ecological priority development policies, business management and other factors. Finally, the paper re-constructed the organizational structure of state-owned forest industry enterprises in Heilongjiang on the principle of propose to the market, resource constraints, flexibility and standardization. The paper recommended to enforce the institution separating the government from the enterprises, establish forest district management committee and implement functions management of society administration and forest resources. The paper also suggested that isolating enterprises from bureau and implementing division system to plan, organize and complete the producing and operating job. We should make it gradually market players to become their own decisions and enhance the management efficiency. The paper proposed security policy which structured organizational structure of state-owned forestry industry enterprises in legal, administrative, technical and all aspects using Arena software to simulate new organizational structure assessment.Re-building organizational structure of state-owned forestry industry enterprises in Heilongjiang not only has a major impact on the rationalization of the organizational structure of the national economy and improvement of the economic benefits of society, but also has a very important role on perfecting the socialist market economy. It also benefits to the development of enterprises and modern forestry construction.
