| Mining industry is the foundation of the national economy. It can provide an important material guarantee for achieving sustainable economic and social development in China..In recent years, the economy of Hunan province has developed rapidly. Implementing the scientific concept of development, it can realize the social, economic and environmental benefit. Resolving the development of mineral resources and other environmental problems arising from the mining has decided that the traditional linear economic model of "resources, a waste product" must be changed in Hunan province Efforts should be concentrated on exploring new modes and new ways of sustainable development. Therefore, it is of great practical significance and theoretical value to research how to run the of the new mode of development.This article draws on advanced experience both at home and abroad and combined with the actual situation of Hunan mining development. It is around the main line of how to run the mining cycle economy. Based on basic problems of the connotation of mining recycling economy, this paper studies the issue of the construction of mining recycling economy system. The status quo of Hunan mining development is analyzed, and the main problems existing in sustainable mining circular economic development of Hunan Province are pointed out. At the same time, three levels of the operating mode of Hunan mining recycling economy are proposed, including enterprise, industrial park and region.(1) Through research on the meaning of mining circular economic, it is thought that there is an essential difference between mining recycling economy and the traditional mining. The 3R principles of mining recycling economy, the relevant theories and models are explored, which provides a theoretical basis for the development of mining recycling economy in Hunan.(2) According to of the comparative analysis of the countries with developed mineral mining such as United States, Denmark, Germany, Japan and so on. Drawing on foreign experience in the development of mining recycling economy, the paper discusses how to avoid the traditional path of development in Hunan province, to play advantage, to innovate the development patterns, and to realize the sustainable development of mining industry.(3) Through the review of Hunan mining development, focusing on the research of development and utilization of mainly mineral resources in Hunan, it is summed up that the guarantee ability of Hunan mineral resources is insufficient to the development of economy and society, and the order rectification of mineral resources development is not complete. Those are the main problems existing in sustainable mining circular economic development.(4) Through the analysis of favorable conditions of the development of recycling economy in Hunan, the development strategy of human mining of recycling economy is put forward in the direction of mining recycling economy construction and organization guarantee measures. With a focus on the mode of internal mining recycling economy, the mode of mining circular economic ecological park and the regional model such modes of mining recycling economy are researched, and take the recycling economy of manganese industry as an example to explain. |
