There is a need for strengthening the urban land grading research in order to complete control quality and utilization of urban land, manage and use of urban land scientifically, improve land use efficiency. It is benefit to develop the land policy and regulatory measures. It will provide a scientific basis for land valuation, land tax collection and urban land use planning.The grading urban land shows the difference of districts classifies the urban land combining quantitative analysis and qualitative analysis and evaluates the urban land by comprehensive analyzing the economic, social, natural factors affecting the quality of urban land.Chapter l-3 is the part of theory analysis. The first chapter discusses the research background and the purpose of urban land gradation, then overviews research in domestic and overseas,which reflected to this study area. What's more,it introduces research approach and research method. The second chapter introduces some basic theory of urban land gradation such as rent theory,price theory, urban location theory. The third chapter describes multi-factor comprehensive evaluation several key steps: how to build urban land grading system, determine the weight factor, calculate factors, and adjust method of urban land gradation. At last, it introduces the divided urban land gradation steps using the cluster analysis.The fourth chapter takes 91 cities of Shandong as a case study for the empirical analyses. Urban location, agglomeration scale, infrastructure, output, economic advancing level, comprehensive service capabilities, geological condition,circumstance , exceptive factor are selected for evaluation. Index system include 31 indicators such as road area, the urban population, people have buses, GDP, per capita savings deposits of urban and rural residents, the per capita green area. By using Delphi method, principal component analysis, frequency histogram, 91 counties (cities) are divided into seven eventually. The division of urban land grading realistic by comparative anglicizing integrated with the land in 2001 new construction land use fee in 2007, the distribution of urban land and other geographical features.Chapter V sums up the paper: multi-factor comprehensive evaluation method is more suitable grading urban land, but the specific target system needs to be constantly updated according to the actual situation improved. Cluster analysis is not suitable for grading urban land due to the impact from index system of choice and the weight, and suitable for the validation of the existing results.
