Study On Industry Conversion In Typical Resource-based City

Resource-based cities provid resources and raw materials needed in economic developments, therefore they play an irreplaceable role in In China's economic development. But since from 1990's, those cities fell into dilemma of depletion of resources, single industrial structure, uncoordinated resource environment and economic development. How to solve the development issues of resource-based cities, to achieve the sustainable development of resources cities is the starting point of this paper.In this paper, based on the previous studies and classical theory, and after improve some of those theory, data from 6 selected typical resource-based cities of provinces of Heilongjiang, Jilin and Liaoning, plus the case of Tangshan are collected, and my research is besed on these data. Through specific data, specific cases of analysis, and employing of combination of theoretical analysis and empirical analysis, finally a conclusion about general rule the development of resource-based cities is drawn. What is more, which demonstrates clearly the necessity and feasibility of industrial restructuring of resource-based cities. In the end, a relevant and practical measures are recommended based on a reality.The development of resource-based cities depends on their resource endowment, but after years of mining, resources and faced with depletion, the single structure, three industries constitute unreasonable, resources and environmental conditions deteriorate, these problems are restricting the city's economic development. From the laws of development of resource-based cities and the laws of industry evolution, optimization of industrial upgrading and industrial restructuring must be achieved.. But the transformation constraints are diverse and should be developed based on the basic principles of industrial restructuring, combined with the comparative advantage of each city, select the right transition model and develop the advantageous and characteristic leading industry, while develop modern services sector vigorously. Besides, reform should also be promoted through changes in institutional mechanisms, motivate technological progress, actively introduce talents, develop recycling economy and low carbon economy and so forth. In summary, only through above methord can only resource-based cities achieve industrial restructuring and economic sustainable development.
