A country's currency policy often reflects the country's economic and political situation of a period. During Qin and Western Han Dynasty, the change of currency was very complex. In order to have a future understanding of economy development condition at the early stage of autocratic society, this dissertation tries to explore country's control on currency by researching its circulation and system at Qin and Western Han Dynasty.This dissertation arranges a series of currency policies form Qin Shi Huang to Han Wu Di chronologically, and then summarize the influence on politics and economy from the change of policy. Overall, it's about three main stages including "unified Ban Liang system-other systems-reunified San Guan Wu Zhu system". The right of coinage wandered between "central government" and "shared by central government and local authorities" for a long time, but central government won the completely monopoly in the end. This process also reflected the strengthening of centralization.
