A Study On The Development Problem Of Agricultural Circular Economy In Shanxi And Strategies

Faced with the world environmental degradation and resource shortages, human society began to work hard to find a way for building a green Earth. Today, after three decades of reform and opening up, China has become the biggest developing country in the world.Chinese Gross domestic product rose to the forefront of the world, and so we have duty-bound obligations to protect the Earth's environment and resources and to real sustainable development. Under the guidance of the scientific concept of development, the development of environment-friendly society and building a harmonious society have become one of the most important principle of constructing our country. As a matter of the most fundamental source of people's lives, agriculture's development of circular economy is the basis for building a harmonious society and the important safeguards for achieving sustainable economic and social development. Shanxi is located in central China,the development of agricultural recycling economy is not only the requirements of the times, but also to a way to seek our own scientific development.This paper from an agricultural-related theory of circular economy, combined with the specific conditions of agricultural development in Shanxi and Shanxi agricultural recycling economy development situation, use SWOT method to analysis Shanxi agricultural development of circular economy, based on this, policy measures to develop Shanxi agricultural circular economy.Full-text is divided into five parts as followed.The first part introduces the background of this papers presented. Then based on the consolidated its domestic and international agricultural research results of circular economy, it gives the research purposes, significance,research ideas and methods, and the papers'innovations.The second part explored and studied the major theories closely related to the agricultural circular economy, including three major theories, the theory of sustainable development, the theory of circular economy and ecological economics.This part of studies focused on the difference and link between agricultural circular economic theory and the three major theories researched before.This provided a solid foundation for the development and use of the agricultural circular economic theory.The third part first introduced the geographical environment and the economic and social development of Shanxi Province,and clarified the status of agricultural development in Shanxi,followed by use of SWOT analysis developing the agriculture circular economic strategy in Shanxi. Using SWOT analysis its own conditions and environment with Shanxi agricultural circular economy strategy faced from the strengths, weaknesses, opportunities and threats four angles.The studies have shown that in Shanxi in the geographical environment, natural resources,transportation, agricultural infrastructure and technology has great advantages,but there is harsh environment and scarcity of talent in a weak position. The results also show that the development of agriculture in Shanxi Province has many opportunities for circular economy, including the various favorable policies, the growing green consumer market, as well as various high-tech extensive applications in agriculture.People's deficient understanding of circular economy development of agriculture,laggard of government performance evaluation index system reform, and the lack of economic dynamism of the agricultural circular economy become biggest threats to agriculture.Part IV considered Shanxi agricultural circular economics'objectives, principles and specific strategies and measures based on the front part of researching on the development of the Shanxi Agriculture.To develop agriculture recycling economy in Shanxi,two ultimate goals must be achieved, these are to raise farm income and real agricultural eco-production, and should complies principles like effectiveness,systems,according to local conditions and industrialization, use of appropriate technology, models,a variety of positive policies and measures of economic.The end part of this research were summarized, and expected direction of future research should be developed.
