The Study On Carrying On Industry Transfer In Inner Mongolia

The transference of industry is a spontaneous behavior which proceeded by enterprises under certain circumstance of market economy and it is also a inevitable result when regional economy developed to a certain stage .With the supply and demand of resources changed ,some industries may transfer from developed countries or regions to developing countries or regions .In order to smooth the coordinated development of regional economy .we should follow this internal principles .More than 30 years of reform and opening up ,China's economy has shown sustained ,rapid and healthy development momentum .Especially in the eastern coastal areas ,its economic development appears extraordinarily rapid ,a new round of industry transfer speed accelerates constantly, but along with the rapid economic growth ,industrial structure optimization and upgrading ,these areas are also facing rising costs of production factors ,serious environmental pollution ,energy shortages and the growing ecological pressure . Under the background, eastern coastal areas urgently need to transfer some unsuitable industry to central and western regions, in order to better achieve the adjustment and upgrade of industrial structure .this can provide a good opportunity for inner Mongolia .From the coordinated development between different regions, The transference of industry is an effective means of cooperation and it also can achieve region's win-win situation .To undertake the transference of industry in Inner Mongolia ,it is en effective way to absorb other developed region's resources to optimize the industrial structure ,and Inner Mongolia can use its location and industrial advantages to accelerate economic development .This paper uses the transference of industry in Inner Mongolia as study object,elaborates the background and significance of this topic in detail. It includes some relevant domestic and abroad research overviews, defines the study method. .The paper analyses current situation of Inner Mongolia from economic development, industrial structure development and undertaking domestic or foreign industry transference at the basis of the transference of industry, gradient transference and counter-gradient transference, industrial structure optimization theory. At the same time, the paper also puts forward some problems: industry transference may conflict environment, face fierce competition between many provinces, lack human capital and have low matching capacity of industry. Moreover, the paper analyses the advantages and disadvantages in Inner Mongolia, and also elaborates the positive and negative influences. So the paper points out that Inner Mongolia should choose industrial transference carefully and reasonably, especially, select the industry which will fit for the local development. In view of above analysis of Inner Mongolia's industrial transference, the paper puts forth some principles of sustainable development, moderation, environment carried, great efforts to develop private enterprises and appropriate introduction of labor-intensive enterprises ,simultaneously ,the paper puts forth some countermeasures of strengthening infrastructure construction, improving administrative efficiency, improving relevant laws and regulations, strengthening the building of industry clusters and strengthening technological innovation activities to help Inner Mongolia to undertake industrial transference.
