The Research About China's Regional Balanced Development In The Context Of Differentiation Of Social Interests

The 16 Fourth Plenum of Communist Party of China Pointed out that our target is Constructioning harmonious socialist society. It emphasized"we need adapt the incisive variety of the society,the fist position is harmonious socialist society."The Interpersonal harmonious is the most important one.In other words,we need equilibrium all kinds of interest.In the past thirty years we carry on a great Policy, that is reform and opening-up and it is a very great success.We encouraged some people to make a fortune firstly,and then they help other poor people.Finally,we all achieve prosperity.But, with the deepening of china's reform and the furtherance of its operning up, China's rich-poor divide growing problem, gini coefficient is bigger than before.The interest differentiation is more and more Serious. Faced with such a problem,we must be aware of the significance of balance the interests of different sectors.Seventeenth National Congress of the Communist Party of China emphasize the Co-ordinateing the development : balancing urban and rural development, regional development, economic and social development, man and nature development and domestic development and opening-up.This file is in the spirit of the party under the guidance, emphasis firstly regional development.This is not only a economics,but also a politics.If we don't solve this problem effectively,our country will not have a better development. This file contains three sections:The first part is the summary of interest differentiation and regional development. In order that we can understand the two concepts initiativly.The second part is the performance and the reason of the not development.The reasons contain more aspects: economic, political, policy, institutional and so on.The third part is the most important part of this file.It will represent how to balance regional development. Above all, represent the principle of it.and then, represent nine measures of it. Each part ,I do detailed accounts.
