An Actual Effect Study On The Ideological And Political Work Of Military Research Institutes

The ideological and political work of the military research institutes is the lifeline for their normal operation. So the actual effect of the ideological and political work of the military research institutes is a key problem that needs to be solved well. How to improve the actual effect of the ideological and political work has become an essential problem for Chinese military research institutes in order to promote their reform, transformation and upgrade. Since China's economic reform and implementation of opening up policy, we have made great achievements and obtained much valuable experience at the same time. The overall situation of our ideological and political work is good and moving toward a correct direction. It should be pointed out, however, that there is still much room for improvement in it to get well adjusted to severe international economic situation. There are still a lot of difficulties in the process of the domestic modernization. Main challenges are:the complexities of the ideological field with the expansion of our opening up; the westernization intentions, differentiation, infiltration and subversion of western hostile forces; attacks from Falun Gong and other social forces of darkness and terror. So we must firmly keep the ideological and political work in a central status and as the lifeline for military scientific research institutes, give full play to the political advantages and make great efforts to provide a powerful ideological guarantee and spiritual power for both the reform of military research institutes and the modernization of national defense.This paper carried out a comprehensive and systematic in-depth study of the theoretical system on the ideological and political work in the military research institutes with regard to the characteristics and special nature of military research institutes. Firstly, we clearly defined and clarified what is the actual effect of ideological and political work of military research institutes, and have preliminary studied its standards and principles for reasonable assessment.. Secondly a detailed elaboration of the theoretical basis was put forward. Then after reviewing of the current research situation, this paper deeply analyzed the main factors that constrain the effectiveness of the ideological and political work in military research institutes. Finally proper countermeasures to improve the effectiveness of the ideological and political work in military research institutes were put forward consequently.We strongly view the contradiction of interests as one of the main constraining factors during the reform and innovation process of military research institutes. So our main conclusion is that to release the conflicts of interest in the reform process is the fundamental method to improve the effectiveness of their ideological and political work. Regarding the characteristics and special nature of military research institutes and the characteristics of the scientific and technologic workers in the military research institutes, we put forward some countermeasures to promote innovation of the content and methods of the ideological and political work. We hope to further strengthen, improve and enhance the effectiveness of ideological and political work in the military research institutes. We also hope that the results of our research will be of certain value and practical significance as reference for future study of other researchers in this field.
