From foreign power reform process, Large consumer direct-purchasing is the important step on electricity market opening to buyer.Choosing the right buyer of the electricity market is an important prerequisite. And the transmission model, trade model, safety of grid net, the identification of large consumers'qualification and the most optimizing allocated-quantity of electricity is the important prerequisite of direct-purchasing reform. Designing proper admission standard is the important for the electricity market construction, industry optimization, economic development.This paper discuss transmission model, trade model, safety of grid net, and the most optimizing allocated-quantity of electricity being suit for our country electricity market model is;it develops standards to qualify large consumers that not only consider the scale of electricity consumption but also consider consumers'industries and business lines; recent years'newly added electricity consumption. In the end, the state can meet the reform objectives, such as large consumers can improve the utilization rate of energy; regions can improve their economical sustainable development, etc; Applying Pareto optimal distribution theory, the model of large consumers direct-purchasing is established and by model it can calculate that the allowed quantity of direct purchasing electricity of large consumers involved in the direct purchasing electricity considering to the proportions that the following three factors occupy, the scale of electricity consumption, the categories of industries and businesses and newly added electricity consumption scale in the admission of direct purchasing electricity; Finally, the allowed quantity of direct purchasing electricity of large consumers involved in the direct purchasing electricity is calculated.
