Research On Large Consumers Direct-purchasing Of Electricity In Tongliao

Since the 1990s, a series of reforms has implemented in China’s electricity market, mainly in three aspects:the establishment of a competitive market on the generation side, the freedom to entering electricity selling market, the fairly open of the grid under government supervision. The main trend of the market-oriented reform is opening the competitive electricity generating market and selling market, the introducing of market competition mechanism, improving the regulatory approach of the grid. But with the growth of the power supply capacity, the decrease of the cost did not transfer to the users, some large electricity users is no longer want to be restricted by the franchise area of grid, instead of purchasing electricity directly from power plants.This paper analyzed the domestic and foreign research status of direct purchasing electricity of large users, in the context of the application at home and abroad, combined the electricity market overview in Tongliao, analyzed the market environment for direct purchasing electricity of large users. Build a large user evaluation system from the external environment and internal environment level based on the concept of corporate ecology. Establish an evaluation model by means of matter element analysis method. A Case analysis validated the index system and model. This paper studied the power transmission and distribution costs valuation method, analyzed the transmission and distribution tariff structures and collection methods, proposed a method valuating the transmission and distribution price by combining the comprehensive cost method with the stamp method, compared different provinces’ electricity transmission and distribution prices, studied the regional feasibility of trade tariffs from perspective of user, power generater and power grid. Analyzed the influence of direct trading to power suppliers, large users and the grid, pointed out that the direct trading will reform power management system, business model, technical support and other aspects of the grid, bring risks in institution, operation, production to the grid, proposed the corresponding measures of risk aversion for the grid, made recommendations for work of the government in terms of specifications and the price mechanism. This article aims to discussing how to achieve co-profit in direct-purchasing of electricity in Tongliao, to promote the overall efficiency, and to provide reference for decision-principal transactions and government regulators.
