Research On Chinese Tea Standardized System

"What exactly does the tea standard mean", this is a question raised all the time when people find there are so many standards in tea industry, and then another question comes out"how could we realize real standardization in tea production?"As identified in GBf3935, 1-1996, standardization is a process/activity to achieve consistency and stability with common regulations applied overall and avoiding the existing/potential problems. which reflects that standardization is a process. Namely, the development, implementation, and amendment of a standard is a continuous loop, spiral movement. The final aim of standard development is its implementation. Simultaneously, standardization is a relative concept suggesting that standards should be developed through constant revision, and not only has space development in depth, but also has systematic criteria supporting in breadth. Tea standardization is a system relating with all the standards on basic issues, products, hygiene, technology and management, to guarantee consistent quantity, which makes it to obtain the best order and efficiency in the processes of tea production, processing and management, and makes it to meet consumer's demand in tea's hygiene and quality. Similarly, tea standardization is a process, including the development of tea standards, and all the active processes of its implementation in practice. This thesis proposes an issue on how to establish a national standardization system along with implementation regulations guided by economic principles and existing proposals. The paper will analyze the example of ISO international green tea standardization setting up and other overseas experience on this regard. This will include the following topics:(1) Tea standardization is a vital management tool to meet the requirement of tea industrial strategic adjustment, to guarantee a smooth exporting business. It is strongly demanded along with the process of tea industrial modernization and industrialization, to achieve an sustainable development.(2) Establishment of tea standardization system is an comprehensive process, including setting up system of standards, overall carrying out and economic evaluation. To achieve an overall implementation, we need to set up a serial system consist of promoting, science& technology, inspection, demonstration and information consultancy service, and to indicate clearly on the relationship of each sector.(3) Propose on the establishment of our standardization implementation system based on our national situations and compared with existing standards of the developed countries: with government leading, marketing driving, association's participation and enterprises'self-management.(4) Based on the analysis on ISO international green tea standardization, we will know more about the background of international standard regulations, which would help we work more intensively on international tea standardization establishment, to guarantee our national interests on tea business and improve China's saying right in the process of international standard-setting.. This would also be of great help for our standard setting up, developing and keeping in line with international rules.
