Being a fledgling economic development mode, low—carbon economy, following the agricultural, industrial and informational revolution, emerges as a burgeoning revolutionary trend in the world economy patterns. Moreover, low—carbon economy features the transition from an industry—oriented culture to an ecology—oriented one, becoming the backbone mode in economic development and amelioration of people's living standard of the future society.Small and medium—sized enterprise (SME), as an integral part of the national economy, is expected to shoulder some social responsibilities while enjoying preferential policies from the central government. In this sense, economic, social and ecological performances of SME are included in the evaluations conducted by the government and the SME themselves towards SME behaviors under low—carbon context.This paper sets out, firstly, to generalize the methodologies adopted in the performance assessment criteria from both home and abroad, some research findings since the establishment of the performance evaluation index system. A probe into the analysis of the evolutionary course of performance evaluation of SEM of our country is attempted and a comparison is at the same time carried out, targeting at the elaboration on the advantages and disadvantages of various evaluation means currently used by SME. In addition, an appraisal of the defects in the performance assessment of SME under the present context of low—carbon economy is also implemented. Second, the paper expounds on the necessity of SME acclimatizing themselves to the low—carbon way of development and summarizes some principles to abide by for the SME in this regard. Third, by incorporating characteristics of SME, the thesis constructs a green and environmental—friendly performance evaluation index. Furthermore, a comprehensive performance assessment index system is fabricated. Under the leadership of a strategic objective, this system covers five principle—level and 20 indicator—level indexes and besides, a procedure is delineated for SME to enforce these indexes in real circumstances. The fourth step involves model—constructing. According to the significance of each index, a judgment matrix is visualized and a performance assessment model is conceived for SME through level analysis. Application of such a system is touched upon in the last chapter. This thesis, by examining real cases, not only sequences five enterprises under low—carbon context, but also ranks them single—levelly under different indexes. A thorough analysis is attempted at last of the outcome of the evaluation.
