The Analysis Of SWOT On The Development With The Industry About Characteristic Coarse In The West Region In China

Characteristic coarse include buckwheat (common buckwheat, tartary buckwheat), broom-millet, foxtail millet, amaranth, oats, jobs tears, hulless barley, pea, mung bean, azuki bean, cowpea, common bean, broad beans, lentil, black soy bean etc, mainly distributed in Northeast, Northern China, Northwest and Southwest. The west region in China is advantageous producing district of characteristic coarse, consisting of Shaanxi, Gansu, Ningxia, Qinghai, Xinjiang, Sichuan, Guizhou, Yunnan, Inner Mongolia etc. Characteristic coarse plays an important role in food production of the west region, is of great significance for developing agriculture and increasing the income of peasants in the west region.The paper, using the method of aggregated advantage index, analyzes the situation of comparative advantage of western China's characteristic coarse; using analysis of SWOT, analyzes the industry of western China's characteristic coarse in detail, puts forward ideas and measures of industrial development with western China's characteristic coarse, the study draws the following main results:(1) Compared with the eastern China, central China, the western China's production of characteristic coarse and cereal grains has obvious scale and comprehensive comparative advantage, and the change of comparative advantage tends to be stable, but production efficiency doesn't have comparative advantage; the western China's bean grains has obvious scale and comprehensive comparative advantage, and production efficiency has comparative advantage too. Therefore, the obvious comprehensive comparative advantage of western China's characteristic coarse comes mainly from the strong scale comparative advantage. The cultivated area of western China's characteristic coarse is large, and relatively concentrated, for example, the region along the Great Wall, and north-central of Loess Plateau, mainly planting buckwheat, oats, foxtail millet, common bean, mung bean, pea, broad beans, cowpea, lentil, grass pea etc; the region of north-central Yun-Gui Plateau, mainly planting buckwheat, oats, hulless barley etc; the region of northern Xinjiang, mainly planting common bean, broad beans, pea, chick pea etc; the region of northeast, southeast of Tibetan Plateau, mainly planting hulless barley, broad beans, pea etc. The poor efficiency advantage of western China's characteristic coarse is the key factor to control its development. (2) The paper, using analysis of SWOT, analyzes the industry of western China's characteristic coarse in detail, regarding continued development of the domestic-abroad economy, improvement of people's disposable income, the transformation of product consumption tendency, the increase of trade turnover, the population aging, the great development in the western China, and the introduction of a series of preferential policies etc as external development opportunities; regarding environmental pollution, joining WTO and food safety production etc as external threats; in the meantime, analyzing the internal advantages from the aspects of terrain, resources, quality, brand, industrialization and research etc; analyzing the internal weaknesses from the aspects of cultivar renovation, product quality, producing base and product additional value etc. Through the SWOT matrix matching, the paper concludes that the industry of western China's characteristic coarse should implement the strategies of the regionalized advantageous layout, industrial development, export-based development and research innovation.(3) The regionalized advantageous layout is basis and guarantee to achieve high quality, scale, pollution-free, information of products of western China's characteristic coarse. Based on the main producing areas of western China's characteristic coarse, we should perform advantageous regional layout, built the concentrated industrial belts of crops with different characteristic coarse, and through the construction of industrial belts on high-quality featured coarse, ensure that low-income farmers increase income; industrialization is essentially technological transformation of traditional agriculture, the process of promoting agricultural science and technology, and an effective way to accelerate the modernization of agriculture, we should carry out the development of industrial groups in the industrial belts on high-quality featured coarse, take leading enterprises as the main driving force and farmers as the production base, form effective mechanism for connection of the interests; export-based development is actively to use foreign markets resources, vigorously to develop trade of western China's characteristic coarse, to increase industrial value added, we should enhance the construction of export industry organization on product with characteristic coarse, train and support the main of exporting management on product with characteristic coarse, improve the quality on export product continuously, in the meantime, build and perfect government support and service system; through research innovation, we should create the long-term mechanism of replacing variety and quality improvement, promote the comprehensive production capacity of western China's characteristic coarse, accelerate the healthy development of industry about western China's characteristic coarse fundamentally, and strengthen the construction of new varieties breeding system, build and perfect the extension service system, in the meantime, implement model of ecological planting. The industry of western China's characteristic coarse appears to be in the new situation, which production faster, and processing and circulation speed up, should be paid much attention. In the view of this, this article puts forward suggestions to government which will strengthen loudness of policy inclination from the aspects of finance, monetary, risk management, subsidy and scientific support etc.
