Achieving industry nurture agriculture and cities support rural areas development and more than I take less and liberalize the policies, innovativing institutional mechanisms, consolidation of the agricultural foundation, promoting sustainable income to maintain the legitimate rights and interests of farmers, mobilizing the masses of farmers enthusiasm, initiative and creativity, narrowing ultimately the gap between urban and rural areas,accelerating the integration of urban and rural economic and social development is the construction of a new pattern of the fundamental requirements of building new socialist countryside.Currently, Shaanxi province has innovated several construction patterns and routes of New Rural Construction which suit self circumstance and adapt to the modernization. There are several research production about the thoughts and counter measures of Shaanxi's New Rural Construction. But it is difficult to break through barriers the certain gap between research results and reality. Therefore, comprehensively implement the scientific concept of development, using the scientific development concept of thoughts, ways and methods, understanding of the basic connotation of a new socialist countryside, the depth of analysis of constraints in Shaanxi key factors in new rural construction, solving the difficult problem of construction of new rural Shaanxi Province, exploring an effective guide way of building new countryside and strategic measures to promote the building of new countryside in Shaanxi has important significance.The results show that the barriers of new countryside development in Shaanxi are the low level of farmer income, a serious shortage of construction funds, a lack of scientific construction plan, supporting policies and mechanisms, and administration system, the lack of democracy and the construction of new rural atmosphere yet formation. Therefore, to comprehensively push forward the building of new countryside in Shaanxi Province required scientific planning of new rural, to further improve the quality of planning, a clear direction for the new countryside construction; major expansion of channels of peasants to increase income and promote sustainable income farmers; strengthen infrastructure construction, improve rural production and living conditions; increase farmer training and development efforts to enhance the quality and skills of farmers; build grassroots organizations, and give full play fighting force; accelerate the pace of building service systems, comprehensively promote the new rural construction.We takes an example of Jingyang County in Shaanxi province of the effectiveness construction of the new rural constrouction. The fundamental experience are: the scientific planning is the premise of the new rural construction; the development of production is the new rural construction of purposes; capital investment is the key to the new rural construction; mass participation is protection of the new rural construction.
