Before the coming of the social transformation era ,initial social system in Russia and China were similar to each other, but the two countries conducted different housing reform during the social transformation process. They have achieved good economic results till now, but under the condition of high housing prices, similar housing problems and conflicts arose in both two countries. In this paper, I specifically depict and analyze the history, effect, pattern and characteristic of the Russian housing security reform. The result shows that Russia's housing security system has positive effect in terms of alleviating the contradiction between the housing market and population. The overall framework of the Russian housing security system is that government help the low-income groups rent a house by supplying rent subsidies; while for eligible low-income groups (taking account to the income, age, occupation, etc.), government supply housing subsidies to help them purchase housing; high-income groups get appropriate housing through the housing market. As the core of Russia's housing security system is to protect low-income groups, the Federal Government takes different measures in different housing reform stage, including the housing security for the youth, security measures for the disabled soldiers and civil servants who are engaged in special work, public housing utilities reform and financial reform. And the housing security plan for the Russian youth groups, disabled servicemen and other special groups make up the deficiency of the housing security based solely on income. What's more, it has positive effect on the Russia's housing reform and the improvement the living standards. The main conclusions are as follows:(1) Russia's housing security system is characterized as systematicity, diverse security model, a systemic housing security, special protected group and high legal continuity;(2) To China,the measure that supplying housing subsides for the youth is worthy to learn. I considered that young people cannot afford to buy a house is the crux of the "sandwich layer" housing problem in China, so the government should carry out housing support planning, using the funds offered by government, private and bank to help young families get access to housing;(3) Russian government takes part in the housing security system actively. During Russia's economic transition period, the market mechanism is still very difficult to make a difference, especially in the areas where economic and social contradiction is more severe. "Mandatory" still play a key role under the institutional economic system, which is an important features during Russia's Economic Transition period.This paper is includes six parts. In the first part, I introduce the background and overview of the research. The second part is the track of Russia's housing security system during the transition. The level of the Russian housing market and housing status are described in the part three. The fourth part is the core part of this paper. In this part, analysis on the pattern, effectiveness, characteristics is made, and I also make an evaluation. The last two parts of this paper are summary parts, I make a comprehensive analysis on Russia's overall housing security, sum up problems in China's housing system reform, furthermore, I some advice are proposed to establish a set of housing security measures which are matching with China's national conditions, by drawing on the Russian experience. |
