Since the reform and opening up, coal production and consumption has been accounting for energy production and consumption 2/3 above in China. Coal economy is not only in relation to China energy security, but also directly influences and restricts the sustainable development of society and economy. Coal industry is faced with a huge pressure as the main part of the energy production and consumption when GDP of China is keeping sustained and stable growth and requirements for resources are keeping increasing. Its sustainable development is also faced with unprecedented threats: the sharp decrease of the total coal resources, low recovery rate and comprehensive utilization, and more serious damage to ecological environment in coal mining and processing and using, rapid growth of coal enterprises, the low level and simple competition in coal industry, and so on. Such kind of problems will induce a tragedy. To allow of no doubt, under the background diversified energy structure becoming mature, low carbon economic increasing development, there is a major theoretical and practical significance to improve the sustainable development level of coal industry. Based on a scientific theory system, this paper clarified that the coal industry sustainable development system was an open and complex system. It was divided into social and economic subsystem, coal production subsystem and ecological environment subsystem according to the functions and characteristics of the system. Based on the analysis of the conditions of the dissipative structure formation, we found that coal industry sustainable development system was a typical dissipative structure system, and only when the external negative entropy was absolute more than internal's entropy, could coal industry sustainable develop healthy. According to the characteristics of coal industry, established entropy model of coal industry's sustainable development by the coal resources, coal resources stopping rate, industrial concentration, coal mining safety, environmental protection, the entropy change mould of sustainable development of coal industry based on the proportion of production of coal and total recourses. Then we referred to relevant information, used entropy method to determine the weight of each index. After calculating, we got the sustainable development of Chinese coal industry system and the condition of various entropy subsystems change. Based on the above results, we analyzed the operation status of Chinese coal industry sustainable development system. Finally, some suggestions and countermeasures were proposed for sustainable development to improve social economics subsystem, coal production subsystem and environment subsystem.The main innovations in this paper are as following:(1) We defined and analysed sustainable development system coal industry from a system science point. According to the functions and characteristics of the system, we divided coal industry sustainable development system into social economics subsystem, coal industry subsystem and environment subsystem. We also established coal industry sustainable development system entropy model based on entropy theory and sequence parameters of each subsystem.(2) On basis of entropy model, we quantitatively analysed coal industry sustainable development. This paper used the method of entropy weight to determine the weight of index, calculated the development status of coal industry sustainable development system by by entropy change model. We used quantitative research both on weight determination and coal industry sustainable development system condition analysis.This paper focused on the following difficult points:(1) The determination of sequence parameter. There were many effects on the coal industry sustainable development system, including the social economy, exploitation, processing and using, and ecological environmental protection etc.. One of the most difficult points of the factors was the determination of sequence parameter. (2) Construction of entropy model. The dissipative structure theory system proposed that order from the disorder and low order to the senior were based on the absolute value of entropy from outer system being bigger than entropy produced from inner. According to entropy theory, the influence of variable system could be divided into fast and slow variables. Slow variable is sequence parameter which could influence the fast variable and the direction of the system development. Based on this theory, we established entropy change model which was also the focus and difficulty of the paper.(3) The empirical analysis of sustainable development of Chinese coal industry. According to the entropy change model and the relevant statistics, we calculated the condition of Chinese coal industry and analysed the development of Chinese coal industry. Then suggestions and countermeasures were proposed.On basis of quantitative research on entropy of sustainable development system of coal industry, we expanded the ideas of coal industry sustainable development, pointed out the problems existing, and proposed the solutions. The paper aimed on improving coal industry sustainable development and there were both theoretical and practical significance.
