As the while, the venture capital's development relies on the supported environment. Therefore, how to optimize Shaanxi's Venture Capital support environment in order to promote venture capital's development in Shaanxi, is a emerging problem.Having a over all view of the research achievements against Venture Capital support environment made at home and abroad, we find that many scholars study it from different aspects. It would be helpful for us to understand the venture capital's development and support environment system. This paper studies the Shaanxi's venture capital support environment with BP neural network evaluating model, in order to probe into a feasible and valid evaluation method, which gives value reference on optimizing venture capital support environment.At, based on the development of VC, the paper defines the VC support environment as the study object, which is divided into three levels, including Physical Layer, System Layer, Economic and Cultural Layer, and into eight sides, including Economic, Cultural, Legal Policy, Technology, Finance, Human Resources, Capital Markets and Social Intermediary Service System, And carried out systematic analysis of venture capital support environment; Secondly, it describes systematically how all the kinds of environmental factors influence VC development, set up a valid environmental evaluating index system of Shaanxi VC support environment, at the same time establishes BP neural network evaluating model of Shaanxi VC support environment, which uses the Neural Network Toolbox (NNT) based on DPS to make network train and emulation, Then, combining the evaluating model with the support environmental evaluating index system, the paper gives a example, which proves it feasible to evaluating the support environment of VC with BP neural network model.At last, it puts forward some detail counter-measures on optimizing Shaanxi VC support environment, which has the significant theoretical value and practical meaning for promoting the good development of Shaanxi Venture Capital.
