Our urban infrastructure construction adopts the BOT pattern, has the advantages on lightening the government's financial burden, widening the channel of investment and shifting risks. It used for a variety of applications in the national range. Because of the complexity of risk factor, the project participant and the financing, as a result some risk exists in the BOT application. From then on, the most of the research objects for the risk in BOT pattern are the overseas investment program. The research on the domestic private capital involving in urban infrastructure construction by the BOT model is lack. So, it provide theoretical basis to research BOT risk and build the perfect system of risk management for private enterprise and capital involving in urban infrastructure construction and the development of our municipal engineering.The paper introduced the study history of BOT model and summarized the research situation at home and abroad. The paper introduced the theory of privatizing the Urban Infrastructure investment and the idea of double profits to demonstrate the feasibility and necessity for the model used in urban infrastructure construction, provided the theory basis for private capital involving in urban infrastructure construction. The paper discussed the fundamental theories and method of risk management. Comparing the existing quantitative analytical methods and thinking of the practical risk problems of management, the paper construct an evolution mode based on BP neural networks. The BP neural network model provided theoretic and methodological guidance.In a concrete BOT case, after the data collection and the reorganization, the paper analyses its risks, proves the process of risk management in engineering project based on the BP nerve network model. Then the paper proposes relevant measures for risk handling in BOT model. It provided theoretical basis for the similar program.
