Business Process Reengineering BPR (Business Process Reengineering) is a basic means of the business development and continuous improvement, in recent years, business process reengineering operations management research is a "hot spots" by the management of the academic and the business community's attention.Operation and maintenance organization in the traditional telecom business is based on the boundaries of the pyramid-shaped structure, facing with the full-service competition in the telecommunications era, it has become difficult to adapt to more intense market competition. Operation and maintenance of modern telecommunications business organization should be a process based on process-centric, customer-oriented, organizational structure is more flexible, flat, and informationized.Based on analyzing the challenge which operation and maintenance of large telecom operators is facing, operation and maintenance concept change significantly in organizational management and operation and maintenance needs of reform and adjustment, I further study how to use BPR in the telecom company. After researching China Unicom Lanzhou Branch service system management processes, use of Business Process Reengineering (BPR) theory of operation and maintenance system. Use the theory of "systematic transformation of the Law" as the guiding ideology, "Business Process Reengineering seven stage model" as the theoretical models of the process reengineering, integrated network management, resource management, job scheduling system relations. Through Operation China Unicom Lanzhou Branch service system, management process reengineering, integration, adjustment of existing human resources and technical resources to change the concept of operation and maintenance, improve emergency response and the efficiency of handling customer complaints, and further significant reduction in the operation and maintenance costs, operation and maintenance services to enhance the competitiveness of China Unicom Lanzhou Branch. The indicators show that after BPR, the network performance and customer perceptions improve significantly. In general, the BPR can eliminate a large number of non-value added activities, aims to build customer-oriented, cross-organization collaboration and efficient team culture, through process reengineering can build a routine-oriented business operations platform, standardized business management behavior, improve operational efficiency and enhance the support of business processes, further enhance the core competitiveness of enterprises.
