He thought the government should divide Fujian and Zhejiang and rich Jing and Chu, for in this way, the contradiction between peasants and land can be solved. As for fiscal thinking, he distinguished the differences between Money Management and Money Amassment. He believed the government should implement the principle of "make both ends meet" to make sure the fiscal balance. Meanwhile, he put forward some specific measures in the light of the disadvantages appeared in the taxes and made a reasonable explanation about the causes of the "shortage of money" in Song dynasties.
