As the shortage of China's rural energy and the deteriorating ecological environment, more and more investment has been thrown into rural biogas-based energy projects by the state, but these projects did not achieve the desired purpose of building. In this study, two representative villages of Northwest China were elected for the study sites, It is an empirical study for Farmers Participation of Biogas Project Construction and the reasons using qualitative research methods, and it discussed the problems in the Implementation process of biogas project, trying to find means to improve implementation approach of the project and to find effective measures for good results of the project.It found that the basic characteristics of rural biogas projects is farmers low-level participation on biogas project, reflected in their weak awareness, weak willingness in participation, the low level of participation on the project, and so on. The basic reason is that the current gas project is the product of the executive power, the biogas project can not meet the characteristics of production and living of local farmers, can not become internal and voluntarily acts of famers in the top-down mode. Farmers Participation of Biogas Project Constructions is between voluntary and mandatory, Essentially is a game between the self-interest and institutional constraints under the double impact of economic and administrative power in the market, and this game is not symmetrical;It concluded that institutional embedding of the rural biogas project and it is a long process from "government" to "governance". In order to ensure sustainable development of rural biogas project, the government should change the practice of performance engineering, should establish a harmonious relationship of mutual respect and trust between the policy-makers and farmers, and let farmers have more right to speak, find the problems and select the appropriate countermeasures in the progress of mutual support and mutual trust, this is the proper path of development.
