Higher education is an important part of reproduction of human capital. It shoulders the great responsibility of boosting the country through scientific and educational advances. Faculty's human capital is the core of College's Human Capital. Faculty's human capital is participating in value creation and income distribution as other production factors, in order to achieve value. But now, both social and university haven't fully recognized teachers as a human capital, haven't given College's Human Capital a due status and interests, haven't treated human capital as a equal capital that correspond to money. College faculty's human capital existent value can not be effectively achieved, because it haven't been recognized by market. On the other hand, human capital value could be manifested as direct market returns in view of the output. That is to say, the price of college faculty's human capital is dependent on its value while the value is reflected in salary. But there are many problems existed in present salary system. The system is a key factor of realizing faculty's human capital but couldn't truly reflect it. So, it is urgent to design a new salary system based on realization of college faculty's human capitalIn this dissertation, based on the background, considering the realization of college faculty's human capital value,we researched how to realize the college faculty's human capital value from the view of university salary system. First of all, we summarized the literature on the human capital value and salary at home and abroad, expounded the concept and characters of college faculty's human capital value; The result reached by analytic hierarchy process shows that salary system is the key factor of realizing Chinese college faculty's human capital value. The further analysis used actuality of Indian, American and German college faculty's human capital value for reference. Secondly, we analyzed present situation of college teachers'salary under the environment of China through questionnaire and data reduction. Finally this result has been put forward:salary system accord with characteristics of college teachers should be established to realize college faculty's human capital value as much as possible, thus to prevent all kinds of unhealthy phenomenon just like the loss of human capital of higher education and academic corruption.Finally, we established a salary encourages system from the following aspects:carrying out annual salary system on basic wage; establishing fair performance salary; introducing delay distribution system; strengthening university teachers'welfare system etc, to realize the college faculty's human capital at most.
