A Research On Optimizing The Regional Innovation System In Changsha City

Regional innovation system is a hot issue in currently researching, most countries are actively committed to fostering innovation system, because innovation is the fundamental driving force of the regional development, is an effective way to solve the dilemma of economic. In order to define advantages and disadvantages of Changsha City Regional Innovation and to promote economic sound and rapid development, this paper uses standardized analysis and empirical analysis to study Changsha City Regional Innovation System.This paper is formed by four sections.In the first section, the regional innovation systems theory is introduced to provide theoretical guidance for optimizing the regional innovation system in Changsha according to" definition, composition, operation, performance".In the second section,these advantages and disadvantages of Changsha regional innovation systems are analyzed and evaluated with infrastructure, cultural support, institutional support, human resources, and financial support. From the government, enterprises, universities, research institutes, scientific and technological intermediary agencies this paper evaluates their strengths and weaknesses.In the third part of the paper, employing ratio analysis, data envelopment analysis and partial correlation analysis,the performance of Changsha regional innovation systems are researched. Using comprehensive analysis and specific evaluation it concluded that Changsha has the advantages of scientific & technological innovation, has the advantages of foreign investment and financial innovation, the advantages of the per capita public financial support for books and the number of university teachers, has the advantages of cultural support, that Changsha' disadvantages are the relative lack of transport infrastructure, the low proportion of high-level talent, and science education not being enough and so on. From the view of Changsha innovation dominant body's performance, Changsha municipal government, enterprises, universities, research institutions and technology intermediaries played their roles well and made great progress in Changsha regional innovation step by step. But there also exist some problems, such as the slow pace of property rights reform on scientific research institutes, lack of capacity in absorbing local college graduates, lagging behind in the development of an intermediary venture capital, technological human resources inputs for the high side, the low scale of the capital investment and other series of problems. Generally speaking, there exist strengths and weaknesses in regional innovation and it will be improved in regional innovation development.In the fourth part of the article, aiming at the strengths and weaknesses of the RIS in Changsha, proposes specific optimization of the corresponding countermeasures.Based on the previous research,this paper has made some progress. According to core functions of elements,dividing the boundaries of regional innovation between enviroment and regional innovation dominant body, the united dominant body of RIS are divided into two types:the loose accumulation of the innovation system and active co-innovation system.This paper evaluates the performance of regional innovation using three kinds of mathematical methods, so constitutes a relatively complete system of scientific evaluation methods. At last, this article puts forward a relatively typical case of RIS optimization.
