As the effective space form of regional industry development, industrial cluster attracts more and more scholars and the governments'attention. The advantages are obvious. However, there is the special life cycle of its existence and development. And also its competitive advantage is not often sustaining. The concept of industry cluster governance is put forward because of risks during the development process. Besides, in order to play the role of industrial cluster more effectively and improve the lasting vitality of it.Based on the absorption and referring to the relevant study on industrial cluster governance, firstly, this paper constructs an integrated framework--Net Chain Co-governance Mode to analyze the governance of industrial clusters theoretically. It probes into the rationality and the reality of the existence of this model.Secondly, there is an overview of the development of industrial cluster in pearl river delta, including the history and risks. Moreover it has a SWOT analysis.Again, this paper draws on the experience of the existing research methods, tries to establish an industrial cluster governance performance evaluation index system. Net Chain Co-governance Mode is used to work in the pearl river delta, with the help of SPSS15.0 analysis, finding out the internal and external factors that affect the optimization and upgrading of industrial cluster.Finally, based on the above results, on the basis of the theory and empirical analysis, it puts forward specific policy suggestions for different types of industrial cluster. |
