The starting of the economy of human society is built on "mass production-mass consumption-a lot of waste-a new round of mass production", a vicious circle. "Pollution first, treatment later" what is the traditional economic development ideas and bring rapid economic growth, survival of the human destruction of natural resources. Coal's City is generated and raised by coal, being a large wave of a class of special and important cities of the type with the China's reform and opening. With a large number of mining resources what resulted fewer and fewer resources, environmental pollution, ecological damage is becoming shackles of development of coal's city.In this paper, based on resource-constrained, we study the trend of sustainable development of resource-based cities from inflection point of city's development and give the method of calculating inflection point firstly. Besides we study the evaluation system of coal's city based on the circular economy and use the method of reciprocal fuzzy consistent matrix adjusting the weight of index for the first time. Finally, we study the inflection point of development and status of circular economy empirically, taking the famous coal's city of Jining, Shangdong for instance, and calculate the point of inflection of Jining. Based on the appraise result of Jining of circular economy, we find out the restrictive factors of restricting the development of Jining and give the strategies of development of Jining based on our study. At last, based on our study of theory and demonstration about resource dependent cities, we give the common problem and suggestion of resource dependent city's development.
