As a significant achievement of modern rail science and technology, the high speed railway has influenced in more ways than one in the history of world railway development. It is necessary that a comprehensive approach should be used in the process of the high speed railway project valuation. Researches on the impact of this project on the environment have to be made in order to meet the requirements of a sustainable development and building a resource-conserving and environment-friendly society. Therefore, energy saving and emission reduction are important aspects which should be taken into consideration in the evaluation process.Firstly, the paper analyzes the factors affected the energy consumption and CO2 emission of the high speed railway, including the factors directly and indirectly affected the energy consumption and CO2emission and in the building infrastructure of the high speed railway. Secondly, based on the target value---speed, the paper contrastively analyzes the energy saving and emission reduction between the different means of transportation, primarily among high speed railway and traditional railway and airplane and car, and then takes a 600 kms length line as a example to analyze above theories. At last, we get the conclusions of the high speed railway at different speeds and load factors on energy saving and emission reduction.
