China’s high quality and low price of high speed railway has set off a wave of enthusiasm in the world.According to incomplete statistics from the news media,in 2015,China Zhongche signed high-speed rail,urban rail transit and other all kinds of railway project,totally up to about $250 billion,including Russia,Indonesia,Singapore and other countries.In addition,in the process of the high-speed railway “going out“,we not only export the high-speed rail equipment,but also build R&D high-speed railway center and production plant in the output of the country.Looking back on the development of China’s high-speed railway,we can find that the achievements of China’s high-speed railway can not make without the institution arrangements from the national.With the help of the government,China’s high-speed railway industry has fully grasped the complete technology of high-speed railway through the strategy,that is introduction,digestion,absorption and re-innovation foreign high technology.Then,in 2009,China formally proposed high-speed railway “going out“ strategy,the high-speed railway industry was promoted and paid attention by the government leaders,they accelerated the pace of high-speed railway for going out with high speed railway for resources,making high speed railway model as a country gift to give and taking high speed railway introduced by china’s leaders.In short,China’s high-speed railway going out was led mainly by the government,domestic institutional supply has an important impact on China’s high-speed railway“going out“,therefore,it is the main purpose of this paper to find out the impact of institutional arrangements on the “going out“ of China’s high speed railway.This paper make a breakthrough point which is based on the impact of institutional factors on the ODI in order to research the impact of economic system factors on the “going out“ of China’s high speed railway.First,on the base of the analysis of the development situation of China’s high-speed railway going out in recent year,this paper discusses the process and characteristics of the relevant system of “going out“ of high speed railway in china,to explore the relationship between institutional factors and China’s high-speed railway going out in a realistic point of view.Secondly,Through Denning’s “international production compromise“ theory to construct a theoretical framework of the impact of institutional factors on China’s high-speed railway“going out“,to explore the influence mechanism and the inner mechanism from the theoretical level.Then,this paper specifically selected the 4 economic factors and the use of 2009-2015 data for empirical test,that is,the support from the national credit policy;the degree of financial market;reduce the burden of foreign tax and the government.The test results show that these factors have played a positive role in the “going out“ of China’s high-speed railway.Finally,I make countermeasures and suggestions on how to improve the construction of the relevant economic system and promote China’s high-speed railway.
