Therefore, urban planning and management is important for a city's economic and social development.Our country's urban planning and management is under the domestic and international background of Globalization, marketization and urbanization in-depth development, confronting with many challages. The target selection and values of the government in urban Planning and Management gave a profound impact on urban planning and performance management process and efficacy.
