The Labor Policy Adjustment Of The Population Ageing In EU And Its Revelation

The population ageing has been an important problem to most countries in the world, and it has brought latent crisis to sustainable development of global economic that can not be ignored. This problem is serious in EU now. Thus, EU has adjusted the labor policy in order to incline the negative impact to lowest level in the background of the population ageing.This paper is trying to summary experiences of EU by the analysis on the present situation, the consequence of the population ageing, and its labor policy, in order to give us revelation when the population ageing in China.In the first part, the author elaborates the related concepts of the population ageing and the labor, describes emphatically the EU's Active Labor Market Policy and Joint Employment Policy, and summarizes the literature review.In the second part, the author describes the situation and the consequence of the population ageing in EU from the scale and the structure of the population ageing. By forecasting the old-age-dependency rate, the author represents the future of the population ageing in EU. In terms of consequence of the population ageing, the author finds that the population ageing will stepping up the pressure on the labor shortage, social security, and the employment.In the third part, the author describes the related policy of EU in order to answer up the challenge from the population ageing. Flexible Retirement System is an important approach for EU, which is recounted in this paper from the standard retirement age, flexibility in retirement age, and the standard contribution years of pensions. In order to increase the employability of the old, EU unveiled the Lifelong Learning Policy which is an important part of the whole policy system, and the author indicates its importance. In the other side, free movement of labor policy is another important way for EU to deal with the population ageing. Although the free movement of labor can not resolve this problem, it can remit the pressure of labor shortage because of the population ageing.In the last part, the author elaborates the revelation of EU's labor policy. From the analysis above, the author tells us that the series of labor policy cater to the trends of the population ageing, and have been effective in relieving this problem. From the perspective of the fact of population ageing in China, considering the characters in China, the author tells the revelation of EU's labor policy for dealing with this problem in China.There is a large population base in China, and the population grows quickly. The population ageing is an important issue for China now and in future which will bring a lot of adverse impact on politics, economy, society and culture in China. So China should learn from the experience of EU, and make policy which is according with national situations for keeping sustainable development.
