The Legal Risks Faced By Power Enterprises And Revision Of The Electricity Laws

China's current electricity law was came into force 14 years ago, in these years, our country developed rapidly, the internal and external environment of electricity law were changed. Many legal provisions have been unable to fit the current needs, while the lagging power laws and regulations increased the power enterprises'legal risks, particularly in the power facilities protection, electric shock casualties, electricity, recycling, power grid construction, labor and employment in the legal risks become more pronounced. This paper analyzes the harm caused by legal delay, the article also proposed some solutions and cautions. At last, by learn the experiences and lessons learned from UK, the United States, Japan and other country, the article proposed some point to note when the electricity law amended, such as, the relationship with other laws, the improvement of the electricity market structure, the improvement of the electricity regulatory regime, the promotion of new energy sources and energy conservation.
