Research On The Several Legal Issues For The Development Of Shanxi Tourism Industry

Shanxi Province is the birthplace of the Chinese civilization, which is acknowledged as an important heritage province in China because of high quantity, fruitful types, and high artistic achievements of its cultural relics. This is a solid foundation for the development of Shanxi tourism industry. Since 1996, the Provincial Party Committee and the Provincial Government has granted the tourism industry as one of the four pillar industries in the cross-century development strategy of "9th Five-Year Plan" development planning so that make the tourism revenue increased by 20% yearly. Shanxi's tourism industry has made progress vertically every year, however, compared with the other provinces horizontally, Shanxi is always behind. Today Shanxi is still a weak province developing tourism economy and did not match the leading status of its heritage resources. Therefore, it seems to be particularly important to make great efforts to develop the strategy, realize the breakthrough and change Shanxi into a leading province in tourism industry, and to make effective contributions on Shanxi economic structure adjustment and economic development.In order to meet the demand of the new situation, on the basis of the status survey for the tourism industry in Shanxi Province, this paper appraised rightly the achievements made in recent years, indicated that tourist services should be a very important position when optimized the industrial structure and adjusted thinking of economic development; pointed out the current problems such as management structure, human resource, unfair competition, and investment and financing; then combined with the demand of economic structure restructuring, discussed the significance of the tourism industry in the economic structure restructuring; in view of above problems, put forward a series of solutions, especially for the operation of private economy in the scenic spots, and on the basis of property right theory discussed further that private investment should be treated as an important supplement for government investment so as to solve the bottleneck problem in the tourism economy development in Shanxi.
