Abstract/Summary:
With the development of global economy, the spread of pest or disease, infectious disease etc. speed up, and food problem has been serious because of environmental pollution, inappropriate use of chemical fertilizer and pesticide. Amimal and plant disease and food safety affairs constantly happened in the world. This time, Members reinforced and paid more attention to SPS measures, which protect human and animal and plant life or health within territory of Member. SPS measures maily deal with the agricultural products and food, so the effects of SPS measures on the agricultural products and food was critical. The Memebers contantly use SPS measures release new laws, regulations and technical norms. Because the gap of Inspection and Quarantine standars between developing countries and developed countries exists, China's agricultural products exported to developed countries or areas such as US, Japan and European Union which have higher technical standards, will have disadvantage such as competitive power weakened, difficult to access the market. If we want to solve the above problems, we need have a study on developed countries' SPS measures and actively deal with SPS measures.The thesis mainly analyses the effects of SPS measurs on China's agricultural trade. The paper applies qualitative analysis and quantitative analysis, theory analysis and positive analysis. Qualitative analysis can make us have a clear idea about the content, character, background and origins of SPS measures. Quantitative analysis can make us understand what effects SPS measures have on China's Agricultural exports. The combination of theory analysis and positive analysis can help explain the economic effects of SPS measures on China's agricultural trade. And we can make operable suggestions for government and enterprises on dealing with SPS measures, and provide references for real work based on effects of SPS measures on China's agricultural trade in terms of making and improving laws and regulations and technical standards.The thesis is composed of six sections. The preface introduces research background and significance, research content and ideas, research method and the innovative points. The second section makes a literature review on theoretical research of effects of SPS measures on agricultural trade. And get a research situation on the effects of SPS measures on agricultural trade, which will guide the paper's plan. The third section makes a brief overview on the definition, background and content of SPS measures. And then introduce the background and content of SPS agreement. The forth section is theoretical research of SPS measures. First, introduces the interation mechanism of SPS measures, including quantitative control mechanism and price control mechanism. And then states economic effects of SPS measures on China's agricultural trade. Mainly makes a specific explanation on trade restriction effect and trade diversion effect. The fifth section is important in the paper. First, introduce SPS measures notifications, the notifications are increasing every year, from that we can see the Members pay more attention to SPS measures than before. China's main agricultural trade partners are developed contries or areas such as US, Japan, EU etc. So the paper maily introduces the current situations of SPS measures in these countries or areas and what effects SPS measures have on China's agricultural exports. Compared with the current situations about how we deal with SPS measures, we can get the issues faced by China's agricultural trade. Once knowing the issues, we can make usefull and appropriate suggestions for the government and enterprises. So the last section provides targeted suggestions and reference for China's agricultural trade.
