In recent years, HBE-Region has seen a rapid economic growth, the comprehensive economic strength has remarkably increased, people's living standard obviously improved and various social undertakings are in the state of rapid development. But regional economic growth is not only decided by its own intrinsic factor, also decided by the related impetus of other regions. This essay mainly analyses if there is an spillover effect of economic growth. Thus, it can contribute to define the status and function of HBE-Region in Inner Mongolian areas, Circum-Bohai-Sea region and the whole nation. From every leagues and cities, HBE-Region has an remarkable spillover effect of economic growth on Xilin Gol League and Hulun Buir League, while Wulanchabu City, Tongliao, Xing'an League, Hulun Buir city, Chifeng City, Alxa League has an remarkable spillover effect of economic growth on HBE-Region. But Bayannur League, Wuhai city and HBE-Region have no remarkable spillover effect of economic growth between each other in every aspect. Second, HBE-Region, Circum-Bohai-Sea region and even the whole nation also have no remarkable spillover effect of economic growth between each other in every aspect. In the end, this essay gives economic explanation to the above conclusion and gives some policies and advice. During the following economic development, the government should enlarge the investment to Mongolian eastern and western areas, speed up the level of integration in HBE-Region and flowing of factors of production inside and outside, strengthen the economic relation with external world, Thus improve the economic strength of HBE-Region as well as Inner Mongolian.
